Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, predicts that the Parliament will scrutinize the issue on local elections in the end of June or in the beginning of July.
Giving interview to Profil-Ukraina magazine, V. Lytvyn reminded that "over ten bills on the local elections" had already been registered in the Parliament, and emphasised that irrespective of the fact who would introduce new bills on this topic, pursuant to the Standing Orders, the document shall be registered only after the scrutiny of the above-mentioned bills.
Responding to the questions, the Head of the Parliament expressed the opinion that the local elections shall not be held on the majoritarian basis only. "The decision has not been adopted yet, though there is an idea that it would be a mixed system. It is obvious that it was made to suit the political moods and purposes. It is the technology of solving the problem of authority strengthening. Hence there is an attempt to receive the administrative recourse in the form of the Law for solving the problems."
Asked about the possibility of prolonging the current session of the Verkhovna Rada due to the necessity of adopting these Laws, V. Lytvyn reminded that the Constitution determined only the date of the session commencement, while the date of adjourning was not strictly defined. It can continue work even till the end of September and having closed one session, the second one can be opened immediately", he explained.
V. Lytvyn emphasised that even if the relevant bill is adopted in the first reading on 1 July, 2 more weeks are necessary to introduce the amendments for scrutiny in the second reading. "You are perfectly aware of the fact that if later one tries to call the pre-termed session, it means working in the empty hall", he added.
